Mission Prerna

Mission Prerna is the Uttar Pradesh government’s main effort to improve education quality in 1.6 lakh schools across the state through the Basic Shiksha Department. The curriculum was created with a strong emphasis on fundamental learning abilities. These abilities include children’s capacity to read with understanding and perform basic math calculations, which serve as the foundation for all future learning.

As a result, the most essential requirement has been recognized as achieving basic learning for all children in grades 1-5 by March 2022 in order to enhance overall student learning outcomes in the state. All of the mission’s initiatives will work together to ensure that at least 80% of students in each school and block gain core learning skills and are designated as Prerak Blocks, Prerak Districts, and PrerakMandals, which will eventually lead to a Prerak Pradesh.

The Government of India’s National Education Policy of 1986 (as amended in 1992) and the Programme of Action 1992 reiterates the country’s commitment to primary education universalization (means education up to class eighth). 5.12 of the NPE states that all children up to the age of 14 should be provided with free and compulsory education of adequate quality before we enter the twenty-first century. Keeping the preceding in mind, a World Bank-assisted effort called the Basic Education Project was launched in 1993 to expand access to high-quality basic education in the state.

To ensure the proper operation of this initiative, a society called “Uttar Pradesh SabheeKeLiyeShikshaPariyojanaParishad (U.P. Education for All Project Board)” was formed on May 17, 1993, under the Societies Registration Act of 1860. Its objectives are as follows: The Parishad shall act as an autonomous and independent body for the implementation of the Uttar Pradesh Education For All Project (hereinafter referred to as “the Project”) as outlined in the Project Document published by the Government of Uttar Pradesh and its revised version that may be prepared from time to time on the basis of the review.

The Parishad’s operations will be concentrated in specific districts but may extend to the entire state of Uttar Pradesh in the case of selected and financed initiatives. The Parishad was created as a societal mission to effect fundamental change in the basic education system, and hence in the entire socio-cultural environment. The Parishad would pursue the following specific project objectives.

  • Universalization of Primary Education is defined as a composite programme that includes I universal access to primary education for all children up to the age of 14; (ii) universal participation in formal or non-formal education programmes until they complete the primary stage; and (iii) universal achievement at least of the minimum levels of learning.
  • Providing youngsters with ongoing education and skill development programmes, as well as making recommendations for better gender equity in education and female empowerment.
  • Making the necessary interventions to ensure that children from Scheduled Castes, Scheduled Tribes, and the lowest parts of society have equitable educational opportunities.
  • Putting a specific emphasis on all educational activities including culture and communication, science and the environment, and the installation of a feeling of social justice.
  • The Basic Education Project, which began in 1993, covered 17 districts. The project was completed in the year 2000. The District Primary Education Programme-II began in 1997 in 22 districts around the state and finished in 2003. Furthermore, DPEP-III began in 32 districts across the state in 2000 and was terminated on March 31, 2006.

During the years 2000-2003, the Janshala project was undertaken in the district of Lucknow. SarvaShikshaAbhiyan was launched in the state in 16 districts in 2001-2002 and has since expanded to cover all 70 districts.
